Housing Choice Voucher

The Housing Choice Voucher Program places the choice of housing in the hands of the individual family.  A very low-income family is selected by the PHA/LSA to participate is encouraged to consider several housing choices to secure the best housing for the family needs. A housing voucher holder is advised of the unit size for which it is eligible based on family size and composition. Adults 18 years of age and older may apply for the housing choice voucher. Please note, a person or head of household is considered homeless only when he/she: Resides in a place not meant for human habitation such as cars, parks, emergency shelter, or in transitional housing and also is staying in a motel, including pay-by-the-week motels.  There are other factors we will take into consideration as well.

What is the HCV Program (Section 8)?

The Housing Choice Voucher Program (HCV Program) is a federal assistance program made to help families with low income pay rent in a home that they find for themselves. Other citizens that can benefit from this program are elderly citizens and disabled persons. 

The Section 8 Program issues a Housing Choice Voucher (HCV) through its Public Housing Authority (PHA) or Local Subcontracting Agency (LSA)

In general, the applicant will need to prove all claims stated on the application.  Proof income, proof of citizenship, and any additional governmental paperwork may be requested during the process.

How does the housing choice voucher work?

HCV applicants will be assessed based on three different categories:  income, citizenship status and residency.  Applicants will also have to undergo a background check before admittance to the program. Aside from income requirements, at least one of the household members must be a legally or naturalized U.S. citizen.  Proof of citizenship can take the form of a birth certificate or passport.  Those applicants who were born in another country may use their current legal resident number.
